Richardson, Kooky Von Koopa from the U.K. voiced by Maurice LaMarche, Cheatsy Koopa from Portugal voiced by Billy West, Big Mouth Koopa Jr. from Spain voiced by Jim Cummings, Hip Koopa from Holland voiced by Yeardley Smith and Hop Koopa from Germany voiced by Nancy Cartwright, as their dad King Koopa voiced by Harvey Atkin was killed by Emperor Rexer voiced by Frank Welker, as his Rexer guards voiced by Charlie Adler, Danny Mann, Jeff Bennett, Wayne Knight, Tom Kenny, Ian James Corlett, Long John Baldry, Brad Garrett, Richard Horvitz and Patrick Warburton try to kill the 8 young reptiles, as these Koopas get rescued by Terry Pterroglide voiced by Rob Paulson and Steggo Steggalomp voiced by Jess Harnell. As the Koopas go on many PreKoopastoric places to stop the Rexers destroy the peaceful valley.
